The answer is no though, at least AFAIK.
And I don't really want to speedrun through this section just so Sarif doesn't yell at me for letting the hostages die for being tardy.
I'm surprised nobody bothered with such a mod after all this time.
Those will not be there anymore after you're back.
Plus literally every NPC dialogue changes after you get back from the mission.
But to answer your question, yes it is possible to mod the timer so you have a lots of time to explore Sarif Headquarters' (and as contrary, it is possible to make it very short, for thoses who prefer it like this).
