Stun-gun them until they fall over. It takes almost a stack of ammo, but they'll just stand there twitching the whole time.
Not a playstyle I'd actually recommend since it's dull and anticlimactic, but it works for all the bosses in the game.
The timing's slightly tricky now that you mention it, you have to keep hammering firing the moment you've reloaded again.
Still, I've done it myself before, and I don't think there's been any patches since then, so...
1) as has already been stated, the stun gun is awesome in all boss fights. Even if you don't just spam-stun them, if you zap them once, them hit them with whatever your best weapon is...rinse and repeat...you'll get him eventually.
2) there's an exploit (or glitch, or cheat...whatever you want to call it) where you can run up to him as soon as the cut-scene ends and do a takedown. Timing is critical, and you may have to re-play several times to get it to work, but if you get there at just the right moment, you have a split-second where you can perform the takedown. If you pull it off, you save all your ammo...lol. But it's generally considered shameful.
With a chip more interesting fight.
I just hid behind a box and frag-'naded his butt about 4 times and he went down easy-peasy. Too easy, in fact. Had all my augs so I could see him even when he was "invisible".
The easiest method imo. Felt like a boss after figuring this out myself.
All bosses are pretty easy imo (even though Barret can be a pain in the ass if you don't have much ammo and didn't unlock bot domination). Fedorova can be shot with a revolver till she drops, it's pretty easy to track her even without augs that let you see her invisible (mark and track, smart vision), not to mention the second floor that was added in DC. There's a security terminal that lets you hack a bot that will kill her pretty easily and you can even shoot some pipes for gas.
I'm pretty sure they fixed this in director's cut, they will not be stunned for as long as they were in vanilla HR.
