The idea is that an indefinite --but long-- time passes between the end of Chapter 2 and the start of Chapter 4, when you retake the role of Rook, so you're left with very few supplies, no matter how many you bought at the end of Ch2 nor how many you had left at the end of Ch 3...
It would be definitely cooler if (a) you couldn't buy any supplies at Frostvellr at the end of Ch.2 or (b) any supplies you bought there adds to the default 3 days' worth.
Easy - 1:1 or 1:2 refund
Normal - 1:2 or 1:4 refund
Hard - 1:4 or no refund
