Balatro probably has already surpassed the required sales, but the dev still needs to make as many wallpapers as the game will have cards, make badges, make emotes, etc. and that takes time. You have to make at least 20 things or something like that, IIRC, and you want to get it right the first time.
They indeed surpassed the required sales at it doesn't show as limited on the store page.
But yeah, these arts need to be done and many devs are just taking time to make them to make sure they are good looking. And focus on the game itself is surely better for smaller devs at launch.
