Jokers that apply effects to cards always go first, then when the hand is fully calculated, the general / global effects will apply in the order of left to right.
Chips are unimportant, but Mults are. You always want Jokers that multiplies your total Mult to be on the right side, as they activate once all of your Mults are tallied.
Say you have a Zany Joker (+10 Mult for Flush) and Ramen (x2 Mult, stock). Playing any Flush will score 35x4 base, but the order of these two Jokers will change your score:
-Ramen / Zany: 35x4 (base) -> 35x8 (4x2) -> 35x18 (8+10) = 630
-Zany / Ramen: 35x4 (base) -> 35x14 (4+10) -> 35x28 (14x2) = 980
