As Vyrtualis said, in a pack I'd only pick it if nothing else benefits me. Has happened quite a few times.
And then there's the random tarot cards you get from various sources. You're going to get Wheels anyway, may as well pop them. Not everything has to be balanced around you buying it from the store.
2. Statistically when enough wheels are spun, you're guaranteed to win. With Vagabond or other Tarot machine Jokers, just keep popping them and you'll get lucky eventually.
3. They are worth selling so even if you don't want them, pick them up from the shop when you have Coupon tag. Sometimes the extra $1 will get you just enough to afford something you really need down the line.
In all fairness, full game will have a Joker that double your odd, and if that one is duplicated, you have a 80% chance to win.
If you have more than enought money : Try !
If you have all your jokers : Try !
If you need a miracle : Try !
If you are tight in money but everything is fine : Dont buy it.
If there is something better for you in pack : Dont use it.
Depending on build and situation, every tarot card can be a bad thing.
