3840x2160 doesn't work in Fullscreen mode.

When I try to set the resolution to the above, the visuals glitch out for a bit before the game sets itself to 3072x1728. I'm running a native 4K monitor and AMD RX 7800 XT video card. Works fine in Borderless mode.

4k + borderless crashed my game 10s after it started every time i opened the game. Had to go down to 2k

Go to the .exe > right click on it > properties > compatibility > change high dpi settings > override high DPI scaling > Application.
This makes 4K work in full-screen mode.
