This is true both for held in hand effects and effects triggered by cards you play.
yeah steel cards suffer from this problem too. if you have some steel kings / aces / queens, and you want your queens to trigger first, gotta re-arrange them every hand.
this one's a little different because it's the order of the played cards, as opposed to the cards in your hand, but yeah same concept. I used to think Photograph (the joker you're describing) was crap because it would usually trigger first and would barely change my score. but if you sort your hand to have some glass / mult cards trigger and THEN a face card, it can increase your score massively.
