Curious about why this King of Hearts wasn't debuffed?

Boss fight, all heart cards debuffed, but the King of Hearts with a marker on it was playable. The Queen of Hearts also has a marker but it was marked (accurately) unplayable. Anyone know why?

Certificate of Authority created it after your hand got debuffed by the boss.
As soon as you draw cards, it'll get debuffed again.

Certificate of Authority generates a new card *after* the boss debuffs your hearts, so the new one is not debuffed. It's a little strange that it works that way, but it is consistent.
