Not sure what it is about that check that's broken, but overwriting the condition for always-true should at least bypass the bug. After you have it unlocked you can either undo your changes or have Steam verify the game's integrity and that will be that.
doesn't seem to have worked, sadly.
The vouchers tab still shows antimatter being locked. I HAVE unlocked it before, but I guess my saves were out of sync on my PC and surface pro, so now my save shows it locked.

game.lua line 625, set unlocked and discovered to true, purchase them, then re-validate the game.
