Keep hunting for tarot packs and if they don't have moons or stars in them, at least pick deaths to keep duplicating the suits you need.
Else, I'd play Zodiac on white stake, going endless mode. More tarot cards to change cards' suit, more cards in the shop, more planet cards to boost flush and keep going.
Look for early spectral cards. Sigil could hit the jackpot. Cryptid is more reliable.

Vagabond, only maybe?, because low economy does not sound that great

Blueprint/Brainstorm/Invisible, to copy any of the above
The way I see it, Zodiac means less jokers. So overall, better odds of getting tarot cards. But that's not even the main point.
You start the game with 3 cards offered per shop visited. So you'll definitely hit more tarot cards. Plus, it makes all rerolls better.
And you could still buy the 2nd tarot voucher if you're a bit lucky.
Anyway. Just trying to defend my pick, it might be better than depicted ;)
I'm not saying Magic is a bad option.
