Suit Debuff Boss timing

I am not sure I'd call it a bug but I noticed the debuff bosses do not hit cards created with jokers with preset debuffs.

not sure what you mean - is it like for example if you're fighting the boss that debuffs hearts and you DNA a heart card, the new card isn't debuffed?

In this case it was Certificate that created a new card (spades vs the Goad) with a seal and it should have been debuffed according to the rule of the boss.

Boss debuff takes place before Joker's effect, so not a bug. The Needle can be countered by bringing Burglar, it adds +3 to your total hands after the boss reduced it to 1.
