Bug with Business Card Joker? (Joseph L Joker)

Card text indicates "played face cards have a 1 in 2 chance to give $2 when scored." I actually lost pretty early this run, but counted at least 14 face cards that scored (after I started noticing) and no $ were offered. I could have had bad luck, but wanted to double check if anyone else had noticed. (It was set as eternal, and I was playing blue chip difficulty if that means anything.)
