It's 10 bucks. Worth it if you wanna play anywhere.
When you purchase games or any other software digitally, you're generally not buying the the thing in the "true" sense, you're buying a "software license". Which is essentially the right to access it on the platform where you bought it. This isn't true everywhere though, some platforms like GoG or itch.io will sell you the game's executable directly.
In a broad sense a "software license" is like a movie ticket that never expires. You could watch whatever movie it's for as much as you want, but if you took it to a different theater it wouldn't work.
In the same way, buying a game on Steam doesn't allow you to play the game on any other platform.
If you want to play the game on mobile you must buy a "ticket" to play it on mobile.
