Vouchers never in store.

I still have three vouchers left to collect. I have 'unlocked' them so they show as question marks in the menu. But over countless hours of playing they have never shown up in the store. (I play offline so my hours played shown on my profile isn't true, but it must be 30 or more hours with them unlocked in total).
I understand that during a run you need to buy the tier 1 version to be able to get the tier 2 to show. The three are Petroglyph, Observatory and Palette. Palette seems to be the worst contender as I have bought paint brush so many times and it never shows.
Is it just pure luck? Or lack of it in this case...

That would be bad luck.

You can help it by pushing into endless mode if you happen to already have a tier 1 voucher. You can also skip blinds to generate more vouchers. In this case, Anaglyph deck should give even better results.

Yes, it is just bad luck.
I hit the last missing voucher (Money Tree in my case) after over 60 hours of play. I did not push for it, I didn't always buy the money seed voucher as it sucks in many situations...

If you specifically want to go hunting for vouchers, do so in white stake runs (since you will have more money).
The tips from malogoss are helpful, going endless when you already have the tier 1 already.
Skipping for vouchers can be helpful but be careful when you do it, otherwise you might see your missing voucher in the shop before the boss but cannot afford it.

Other than that the only advice is: keep playing. You will get it eventually.

Also have the same with the legendary jokers, must have had about 15 but no Yorick yet. RNG be damned!

My 5th legendary was my 18th Soul card. Even that is not terrible RNG.

Pretty sure gold stake was changed to only spawn legendaries you haven't beaten the game with yet in the rebalance update, so it's technically not RNG anymore if you're willing to play on gold. Though most likely the average person would get Completionist long before they even consider playing multiple runs on gold.

To be clear, when playing at gold stake, Soul cards will always spawn a joker you have not beaten gold stake with yet.

Then you get all 5 and it becomes pure RNG.
