You can help it by pushing into endless mode if you happen to already have a tier 1 voucher. You can also skip blinds to generate more vouchers. In this case, Anaglyph deck should give even better results.

I hit the last missing voucher (Money Tree in my case) after over 60 hours of play. I did not push for it, I didn't always buy the money seed voucher as it sucks in many situations...
If you specifically want to go hunting for vouchers, do so in white stake runs (since you will have more money).
The tips from malogoss are helpful, going endless when you already have the tier 1 already.
Skipping for vouchers can be helpful but be careful when you do it, otherwise you might see your missing voucher in the shop before the boss but cannot afford it.
Other than that the only advice is: keep playing. You will get it eventually.
Also have the same with the legendary jokers, must have had about 15 but no Yorick yet. RNG be damned!
My 5th legendary was my 18th Soul card. Even that is not terrible RNG.
To be clear, when playing at gold stake, Soul cards will always spawn a joker you have not beaten gold stake with yet.
Then you get all 5 and it becomes pure RNG.
