Is there any chance your system is actually using the CPU integrated graphics instead of the GPU?
Press windows+r and execute "dxdiag", go to "Display" tab, wait, and check the "Drivers" section. Anything strange there? Are the drivers up to date or at least somewhat recent?
One potential easy fix that I found online worth trying was to switch the monitor connection (HDMI/DisplayPort) from the motherboard to the GPU, if it isn't on the GPU already.
enable gpu scaling + turn off HDCP support on your monitor. I removed the hdmi cable to my 2nd monitor and that fixed too. after changing those settings it fixed itself.
