How do you not understand it?

It gets stronger every time you play a type of hand you have not played the most and resets if you do.
So as an example:
The hands you have played during this run are

High card x 3
Two Pair x 8
Flush x 28
Rest x 0

The Obelisk gets stronger every time you play a hand that is NOT a Flush. If you keep playing 20 Two Pairs (and no Flush in between) you will have played 28 Two Pairs and 28 Flushes, so it will reset if you play another Two Pair OR another Flush.
The obelisk gains x0.2 mult per played hand that isn't your most played hand. For example, if my most played hand is flush at 20, then obelisk will scale for each hand that isn't specifically a flush.
The way you want to use obelisk is to either pivot your build so you are able to scale it or to play a ton of one hand before clearing a blind so other hands will not come close (personally I like to play around 10-15 pairs/two pairs, giving my run tons of breathing room while still allowing me to play high card for hand-discards).

Unfortunately, it resets once the hand you play has become the most frequent hand. So yeah, like RazzberryMocha said it can be useful to pivot from one hand type to another, but eventually its usefulness is reduced.

If you use obelisk well your run should end well before it comes close to resetting. You can easily reach a x15 obelisk before reaching your most played hand if it's around 15-20 times played.
I would omit "easily". I don't find it easy, but it is possible.
