I find the upgrade to be less useful than the first voucher
Going back an Ante allows you to replay rounds and blinds you've already won, so it's a good way to get more rewards before the boss blinds. Also the skip rewards might be useful, so that's another free thing. It could also help with leveling up that Joker that gains xMult for skipping blinds.
Any decision you make needs to be based on your deck and what you already have.
Also, you get access to another voucher.
All of that is often (but not always) worth the -1 hand.
There are some specific builds with scaling jokers, to do list, etc. that really want to play every hand every round and as such losing one early will hurt you a lot. But in those specific situations you'll know and intentionally skip the voucher.
