i killed a negative joker w/ dagger, then riffraff generated a joker

I don't think its a bug. This can also happen when you sell a Negative Invisible Joker.

It also is forced intentionally when you play the "Typecast" challenge that sets your max jokers to 0 after Ante 4, so that you can't change your build after that point. Then your joker slots will show 5/0 or similar.
