+1 Hand Question

I have the Blue Deck and I get a joker that's +1 Hand and it doesn't work... Why?

Card: Juggler
Deck: Blue

But then there's the voucher with a blue hand on it and that says permenantly receive +1 Hand and that works.

Also what about the voucher for Paint Brush? Does that work for +1?

Are there cards in this game purposefully designed not to do what they say?

Hands are the number of plays you can make each round.

Hand size is the number of playing cards you get to choose from with each play.

Burglar joker and Grabber voucher give hands. Juggler joker and Paintbrush voucher give hand size.
