I suggest calming down first.
Then I suggest reading and following the instructions of whatever you're trying to install. Make sure you follow every step exactly, and in order.
Not because it's against the rules to talk about it here, it's not...but because chances are the website you got the mod from has actual support for the mod.
If you went 3 months and couldn't get support for the mod from the providers, chances are it might be a dead mod.
In fancier and honestly-more-convenient terms. Go to where you have Steam (I keep mine out of Programs as to not freak out my antivirus everytime I mod a game), click on SteamApps, click on Common, and it'll show you a list of all of your installed games. None of the mods I checked need appdata, but for a few hints; Appdata's in a file with your name on it, make sure you can see hidden files, and Balatro's in Roaming. If you wanna, right click on Common and click "Pin to Quick Access" so you don't need to rummage through Steam's guts to mod the game every single time.
I don't mod this game myself, but I found a helpful resource for it here:
https://github.com/jie65535/awesome-balatro
Lists a bunch of mods and their requirements, including links to notable mod loaders. If you wanna start thanks to the funny deer skull mod, you'll need Steamodded. Just nestle it next to LocalThunk's plsdontsueme.txt and you're good to go, it's that easy.
This is all assuming you're running Windows. I know ♥♥♥♥♥♥♥♥ about Linux, so you're on your own on that front, yet I hope some of the same principles carry over. Same goes for Mac, except for my concern about a sapient, autonomous being unironically using MacOS.
