Do you have to buy this game for every device? I have already bought this game twice. Once on PC and once for android. It is asking me to buy again for my second android device.

You have to log in on the same google play account on the second android device, as far as I know you can then just access your paid apps. There's also some kind of family feature I think, but not sure if that works with Balatro in particular.

You shouldn't do, I bought it on my phone and installed it no problem on my tablet.

For the mobile version, of course it transfers between Apple/Android devices. But no, you can't play your Steam version save on mobile sadly.
