i saw a guy on YT that he writes some name on the seed section and eventually he is some kind of warlock he knows what will happen what cards he is going to get and by the end of ante 3 he had all 5 legendary jokers, well all i want to know how to make a seed ? like customize it the way i want like he did.

He didn't customize it. Either someone randomly got that seed and wrote it down, or (more likely) they used a tool to brute force search seeds for particular things.

The game lets you use custom seeds for a reason, it's not really cheating. People can figure out what x seed has by themselves manually, all this does is automate it since you can easily figure out how the game generates a run based on what the seed represents.

No, this is a program that runs the same RNG as the game, really quickly for multiple seeds, until it eventually finds one that gets certain results. Cheat engine changes numbers in the game.

Not at all. Cheat engine hooks up to game's memory to edit the raw values. This tool analyses the seeds and filters them out based on your set conditions.
