“discard 5 jacks at the same time” unlock not working?

hello, i’ve tried multiple times to build a deck where i can discard 5 jacks at the same time in order to unlock the joker for it and i’ve discarded 5 jacks at the same time multiple times now, but the joker is still not unlocking. do they all need to be jacks of the same suit? i don’t understand what’s happening.
