It's weak compared to most other unconditional score jokers, but at least it's also cheaper than most jokers--if you buy it and then sell it I think you're only down $1. If you buy it in the first or second shop it'll end rounds fast enough to more than pay for itself. So it at least has a use case, unlike the real stinkers.
As for superposition, I agree with the general sentiment that it's terrible, but I will point out that there's one way to use it reliably: If you have 4-fingered hand you can just toss an ace into any straight. Shortcut also makes it slightly less difficult to use aces. Even with one of those it's still worse than blank card or the poorhouse joker.

Ace is considered adjacent to both King and 2. So A-K-Q-J-10 and 5-4-3-2-A are both valid straights. But you can't do, say, 3-2-A-K-Q, so it's still much harder to purposefully use Ace in a straight than any other rank.
