No, it just means that last card will count in the scoring. It's still a 2 pair hand, but the single card will add chips as well as whever effect/joker it triggers.
You have to play three or less cards, rehardless of how they score. Three of a Kind, Pair and High Card are all valid hands for that.
Yes. If you can normally only have five, it lets you have six total including the Negative one.

Btw how does interest work in the game? Is it if you dont spend any money, it adds up or as long as you have money, interest will occur?
There's also the To the Moon joker which gives an extra $1 per $5, but I'm not sure how this interacts with the cap yet.
