Difference between Grabber and Nacho Tong?

Is there any difference between these two vouchers? Both says "permanently gain +1 hand per round". And they seem to do just that. What's the point of having two different vouchers doing the same thing?

Nacho Tong is only available if you already have Grabber. Think of it as an upgrade to your Grabber.

-Grabber = the first tier, costs $10
-Nacho Tong = the second tier, costs $20. Can only be redeemed if you redeemed Grabber before.
