Why the ante it reduce is the ante you are at and not the ante you need to win?

The voucher that reduces the Ante gives you more time. You drop back a level but keep your current deck/upgrades/Cash. So you can either upgrade those jokers that need you to play cards, find better jokers, or upgrade your deck before you hit the higher limits.
