Imo it's very situational, a B or C tier card. Under the right circumstances it can absolutely carry you, but you probably won't see those circumstances very often.
-Buy and sell tons of Planets/Tarot per shop (Having high interest + voucher to make them appear frequently)
-Generate tons of Tarot/Planet for free (Vagabond / Superposition / Catomancer)
-Use Stencil Joker (Always require 1 empty Joker slot) or the one that eats your Joker for Mult each blind -> Buy and sell junks Joker
It should be uncommon then, not exactly rare. It's very powerful but given the circumstances it doesn't deserve the rarity.
Rare Jokers are very situational but they're all exceptionally strong if you get the right build for it. For example, Blueprint and Brainstorm are completely useless on their own, but they're still powerful because they lets you duplicate / triplicate other strong Jokers easily.

It does, because this Joker scale VERY FAST, at +0.5x Mult (Same with the one that eats one of your Joker). Vampire only gains +0.2x Mult and requires tons of buffed cards to work, and Baseball Bat, again, on its own does nothing.
