keeps the rounds a bit easier for a bit longer so you have more time to build up.

If it helps, try instead thinking about why you wouldn't usually want to pick a card that said +1 ante

Basically it takes you back a level with your current deck, so you have a longer time and more shops to further refine your deck and make it stronger. It's actually a really good voucher to take in most scenarios, as that extra round usually makes you strong enough that you won't need the extra hand (plus you might just get lucky and get the 'extra hand' voucher anyway!)
