Run Perkeo + Observatory, keep lots of the same negative planet card.
Make a Red Seal + Poly face card, copy it with Death/DNA, run Sock & Buskin.

So far everytime I've broken 100mil the build was a complete xMult fest.
Chips & +Mult are nice but xMult is where the real crazy stuff's at.
In the example above, Stuntman's still here because of Polychrome, not the chips.
If you can get your mult to 20k there, you get the achievement. Meanwhile on any other deck you'd need 5000 chips to get to 100m with "just" 20k mult. Chances are your 10.5m run would have gotten it if it had been on the Plasma Deck (assuming it wasn't already, of course).
I was thinking that extra chips seemed more beneficial than mult on Plasma. Trying to work out which Jokers/Hands I need to be looking out for.
Ok, makes sense. But how to get those crazy xmults? I never seem to draw jokers or tarot card which make things like that possible.
They both work the same way. What I mean by that is 1 chip contributes to score the same way 1 mult does.
Before scoring, both total, chips and mult, are added, then divided by 2, the result is n, and n^2 is your score. 450 chips + 50 mult is the same as 100 chips + 400 mult.
If you play a "normal" 8 ante run, yes, chips are usually better at the start and maybe until the end, simply because it's easier to have a joker that gives you +50 or +200 chips than a joker that gives you +50 mult or +200 mult.
But if you want a 100M+ score, as @Goblin said, you need that chips + mult total to be 20k+
I've seen chips total of 1k or 2k. They are unusual, more than 2k will rarely happen. So if you want a total of 20k, at some point, you're better off not caring about chips at all and investing all efforts into mult.
About how to get there, my favorite is Baron. Say you have Baron + Mime OR Baron + Blueprint, then have 7 kings in hand and if the [red seal + steel card] total is 4 or more between them, playing the other card as a single card with high card level 15 is a score of over 100M.
That's without hand size vouchers that would help, without Troubadour, without any other Xmult jokers or poly jokers. And that's 18 "triggers" of Baron (or steel, they have the same effect). It's really not that much.

That's what I used to get it on plasma deck. I used the Baron, Mime, brainstorm, the one that gives 13 multi for queens, and some other xMultis. Had a hand of steel kings and queens. Couple of vouchers. High card alone scored massive points. Think I made it to Ante 16 with that one.
My PB is reaching ante 22. My "most relevant" jokers were Baron, Mime, Blueprint, Brainstorm and Perkeo. I think I also had a Troubadour, like, 95% sure I had one? So one of those jokers had to be negative if I had all of them. I definitely had a bunch of negative jokers.
My whole deck was red seal + steel Kings, 40+ of them.
The worst part is I didn't have an Observatory voucher, which is very unfortunate in such a long run. That means Perkeo was a mascot and not much more, which is sad
Shoot the Moon is common. Baron is rare. Your observations only make sense. You can expect to see StM every run. Not Baron.
If it helps to keep you motivated, every time you see a rare joker tell yourself that it could have been Baron instead, it was a 1 in 20 or so. You'll see enough rare jokers that you'll understand that it's bound to happen, Baron can't hide forever. That's the mindset I have when doing endless runs, it helps me stay positive.
I've started using the tactic of restarting until I get a rare joker token for a skip on either of the blinds on ante 1, just to try to maximise the possibility!
Would you even have enough money to buy it then? o_O
And if you do, tough times ahead. No money. Baron not helping with score yet.
