I don't think these bugs specifically affect the Wheel of Fortune. But it's possible that in some seeds you'll always get Nope.
I extracted the PRNG code of Balatro and ran some simulations with it. See my earlier posts. The code produced 1/4 in all of about a dozen seeds I tested. But there might be seeds where it breaks down.
i picked it 15 times since this thread started, and it worked once (i got so excited! it works! wow!!). it checks out with my experience with this card overall. Success rate for me seems to be 1 in 10, not 1 in 4, and that's being generous
you're free to not believe me, but it just is this way, and no amount of statistics, simulations etc change the fact that the entire time I played the game I haven't encountered those lucky streaks of card actually working 1 in 4 times.
I don't care if it's working as intended, tbh, I just brought it up because it is what it is
