I've been trying to get the last few tier 2 vouchers for a few hours now, and it's quite frustrating to get the neccessary tier 1 and then see 7 other tier one vouchers instead of the tier 2 I'm hunting. This is especially frustrating with the blank voucher as its tier 1 does literally nothing other than enabling the appearence of Antimatter. I'd suggest weighing the chances so getting a tier 2 voucher is more likely than another tier 1. Say you had 4 tier 1 vouchers, that leaves 12 other tier 1s that could appear, if every tier 2 was weighed to be 3 times as likely as a tier 1, you'd have a 50/50 split as to whether you see a tier 1 or tier 2 as your next voucher. This post is of course operating under the assumption that the weighing is not currently present which I have no way to know, but from my runs that seems to be the case.

Literally just spawned 10 Vouchers from tag and no Antimater. All I can say is farm Anagylph Deck and save up tags for +1 Voucher one and hope for the best.

Yeah it took me forever to finally unlock Antimatter.
Try to use Zodiac deck (already 3 vouchers on start), always take the voucher tag and try to go Ante 12 every run. You should unlock all vouchers in a few runs.
