Nope, because Two Pairs means two pairs with different ranks. If we go by that logic, then 4 of a kind couldn't exist because it becomes 2 pairs by default.

I thought "same ranks" is certainly a more strict "different ranks", maybe thats wrong I guess

Yeah, you can trigger Spare Trousers with a Full House, because it does "contain" 2 pair (1 pair and 1 3-of-a-kind). 4 of a kind cannot, because it doesn't have 2 pairs.
