Bug: Constellation does not always proc for planet cards used from packs

I have constellation, I bought and opened a celestial booster pack (don't remember the size) and chose a planet card. Constellation did not receive an upgrade. Right after I bought and opened an arcana pack, chose the The Emperor to give two planet cards, I used each each planet card and constellation proc'd twice.

EDIT: same situation after my next ante and it a planet card from a booster DID proc constellation. Needs some research.
