Blank Voucher

Does anyone know what this voucher actually does? If it does nothing that would be fine but i'm deathly curious if that question mark means anything.

If you buy it 10 times it unlocks another voucher.
Then on runs after that, if you buy Blank again, that other voucher can show up, and gives 1 extra joker slot when bought.

Only for that run it would be way too good if it was just +1 joker voucher and the blank voucher basically disappeared from the game

Unless you some reason think you need to buy the blank voucher 10 times in single run then no that's not at all how that works.

You buy it 10 times total, across all runs, to unlock the Antimatter Voucher (the +1 Joker slot). Antimatter is the 'Tier 2' voucher for the Blank, so it can't appear in a run unless you've bought the Blank in that run (all Tier 2 vouchers require the Tier 1 voucher to be bought first).
