But I think the highest I've ever gotten it is around +18
I had the joker which gives x3 mult if the hand is one that's been played before in that round as well as the joker which gives +40 per each discard not used. So by spamming high card and chucking stones I was able to 2shot every single round, including the final boss.
To be fair, this run had a ton of synergy, and it wasn't just the red joker that won for me (early game I got crazy good money making jokers like golden joker and also the one which gives +$2 per discard not used at the end of a round, honestly these two gave me the ability to buy so many packs in the first place). Still, I think that red card is very strong, because a lot of the time I don't want much from the packs and a card that scales up to +87 mult by eating all the garbage packs is just insanely good value.
Contrast it to for instance Fortune Teller, which only gives +1 but you get to actually use every tarot card. More often than not you'll take a tarot generating joker along with it, so they're essentially free. Even when your only source would be tarot packs you'd still probably get more functionality out of the +1 and using the best tarots you get than you'd have gotten out of the +3 for skipping. Chariot tarots beat skipping as soon as you get 6 mult from your played hand, for instance.
But Fortune Teller isn't the best example of a scaling joker, Green Joker, Spare Trousers, and Ride The Bus are often stronger than it, or at least completely free leaving your funds for increasing your strength in other ways. It all depends on the rest of your jokers, in the end. But for Red Card the only synergy is "get more money so I can buy every pack". So it's not a terrible joker, but it's probably the worst of the scaling +mult jokers.
