Best deck for "speedrunner" achievement?

Anaglyph deck is what I used. Simply because you have to skip a lot of blinds.

use anaglyph since you are skipping or plasma since it is the best deck in the game. imo prefer plasma

Best at what?
Beating white stake in a 8 ante run?
Beating the game at gold stake?
Getting a high score in endless mode, white stake?

At white stake everything is trivial. Pick a deck and win, impossible to say which one is better when your win rate should be 100% with the 15 decks.

At gold stake, I highly doubt most players would identify plasma as the strongest. A survey would be interesting. I'd bet on Yellow deck winning, if we are talking about win rate at gold stake.

For high scores and pushing in endless mode, then there's no question there. By design, plasma gives bigger scores than all other decks.

I used the Checkered deck (all hearts and spades) for that one because flushes allow you to pretty easily and reliably coast through the first three antes with minimal jokers / planet cards, and you are just a few arcana or spectral cards away from doing flush fives and flush houses which have extremely high lv.1 multipliers. It's a very reliable deck / strategy that works well with a lot of jokers and often doesn't need the help of jokers until like ante 3-4, so you can skip a lot of the early blinds.

Did this with Anaglyph pretty easily. Best best is to go through the first Ante, see what's available in the second Ante, if you don't like it, Reset. Took all about 20 minutes to do.
