I do feel like there's a bias towards such upgraded vouchers, but I'm not sure.
For reference, I have seen it, so it's not like it's completely bugged and can't appear at all.
The issue mostly comes to the large voucher pools and skipped vouchers could re-appear, so with only 8 Ante (assuming you don't play for Endless), it's hard to get Antimatter if you don't get Blank early enough. I think most people never take the "+1 Voucher" tag since it's really hard to benefit from it.
TL:DR: To discover this voucher for your collection, it's best to get a good run, redeem every vouchers, get every +1 voucher tag, go into endless, and hope it shows up before you Game Over.
As it is, you dump (excluding sales vouchers) $100 and 10 voucher slots just to unlock the damn thing, then you need to spend another $10 and yet another voucher slot just for the chance of it showing up, which then is unlikely since the voucher pool at that point of completion is pretty crowded. Meanwhile you can just take a single Negative Joker tab and get what is arguably a better effect since even if the Negative lands on a mediocre Joker, it's still free space that can't even be taken away by certain card effects.
