$400 achievement help?

Anyone have some tips on getting the $400 achievement?

Obviously I want a lot of cash and (hopefully) the Bull and Bootstrap Jokers.

But do they appear randomly - or like the Steel Joker only appear when a certain condition is met (which in this case would be money)?

Best deck to try? Other jokers to look for? I'm assuming I need the "earn more interest" voucher. Any other vouchers?
