Low FPS while in windowed mode

As title says, The game has recently started to stutter and get below 30fps in windowed mode, but goes back to normal when in borderless or full screen mode. Has anyone else been getting this issue recently? I'm running an AMD RX6950 XT so it's not a problem of needing an upgrade.

Turning off VSync fixed this for me
