Guess it's Jokers created by duplication effects in general.
Brainstorm and Blueprint copy the chips, but not the -hand size, from Stuntman.
Riff-Raff being able to create Editioned Jokers means it has a 0.3% chance to make a Negative Joker for free. It still needs an open slot, though.
This makes sense, though.
Joker rarities and joker abilities are separate things.
Rarity itself (common, uncommon, rare, legendary) does not hold inherent value.
Only things with value can be subjected to debuffing.
In other words: a joker isn't powerful because it is rare, a joker is rare because it is powerful.
Thus, I don't believe we'll ever see a boss ante stating "All rare and uncommon jokers become common jokers" because that would be virtually meaningless.
Did you perhaps miss the change where Arm can't send you to level 0 anymore?
I had a single upgrade on it. Played a single hand to win. It's possible the animation went by so quick i didn't see it.
I'll check again my level before and after.
I suspect there are a bunch of things like this.
I just beat the arm again with the first hand. This time it was with a flush. I never leveled the flush it's level 1. The arm didn't de-level it to level 0. After winning it's still level 1.
Oh nevermind I missed your statement. I did miss the change it can't level down below 1
