When you place Riff Raff to the left, it does very much activate first, just tested it repeatedly. If it was the only other card before generating others, it does appear to get destroyed 100% of the time, at least in the 6 times I tried. But wit Riff Raff to the left of Madness (with no other jokers) you end up with 3 jokers, while with Madness to the left of Riff Raff you end up with just Madness. Every time.
After selecting the blind, Madness destroys one random joker but Riff-raff don't create the two jokers it is supposed to.
I find inconsistent too. The card's order should always be taken into consideration.
If a rule doesn't apply in a specific case, let me know about it.
It just killed my run.
