Report a translation problem
The actual use is that when you play for instance a pair plus three random cards, the three other cards activate much like they would have if you made a 5 card hand. This triggers their effect (for instance if they're a mult card) and triggers jokers. It's quite a useful card unless you're playing 5 card hands as a main way to score.
It does not magically make debuffed cards be not debuffed. They'll just trigger, and debuffed cards say "debuffed" when triggered instead of giving chips or activating any buffs/jokers.
