Yes, it's intentional.
So it's not as intuitive as HP...
More like you use up all of your heal item and expect a refill. Not working with Balatro, since you could thin your deck to about 10 super strong cards, reshuffling means you get to use them over and over. Same reason Gold / Blue Sticker was changed so cards don't return to your hand after played, this effect was too broken and could cause players to get stuck with bad cards.
Comparing your deck to health makes no sense. You are not taking damage. You are not "healing" when you play your cards. All these comparisons to health aren't intuitive. Yes reshuffling means you get to play your good cards over and over, but at the cost of slimming your deck down to a very low number. Getting your deck to a very low amount isn't an easy thing to do. A lot of deck building cards have synergies with getting your deck to a low amount of cards so you can play your good cards.
And if your deck runs out of cards in any of those, just like in Balatro, you lose; hence why it would be a balancing act between thinning your deck as much as possible to increase chances of drawing the combos you want, and not running too much of a risk of exhausting your deck and losing.
Slimming your deck down has absolutely NO downside because with the default discard and hand, you get to see 35 out of 52 cards in your deck (or 40, with Abandoned Deck). Trimming is easy enough if you hit Hangman and Immolate, coupled with vouchers and your deck is easily used in full. This is the reason no shuffling is a thing.
I drew my whole hand every round ante 14 was the limit. I could have won off of the high cards instead of discarding them if I knew about the losing condition.
Yes but the developer proudly goes around town saying he's never played never a single game of poker despite having sold the game as a "poker roguelike".
This isn't quite the same as running out of cards in a poker game with multiple people where the game itself needs to continue to keep it fair to everyone.
