Is there any way to open this file and modify it? I'm just curious... Wondering what hidden settings may be available.

download 7zip if you haven't already, go to balatro.exe and open as archive, there you can see all the lua files, if I'm not mistaken the settings are in game.lua

That code just runs through the decrypted data to load settings, it's not what actually decodes the file. Plus expecting someone to make a file decrypter from some lua code isn't all too reasonable. Especially when it's already been done:

Just go to https://balatro.shorty.systems/ and open the file there. Works for all the .jkr files.
Not much use in editing settings.jkr, aside from replaying the tutorial. Changing gamespeed is better done through mods (dunno if it'd even work just by editing settings.jkr) and editing the achievements-earned in raw isn't going to actually unlock them for you, just stop you from unlocking them in the future. The rest is either useless or better done through in-game settings.
