I had this same problem when I first created a heli. The game has the most weridist cross between basic flying controls and indepth weight control...
In the editor, move your mouse over your Rotors (Turns out, doesn't matter what the rotation is... Yes, Horozontal rotors will lift you up... Dunno why) and calculate the maximum lifting tonnage.
Then go and have a look at the weight of your VTOL. If the weight is over the max lifting tonnage, it won't fly. If it's really close, like a lifting tonnage of 72T over a total weight of 71.5 then you'll rise... Really flippin slowly.
My advice, have double the lifting tonnage of the total weight. The best way to do this without making your helicopter (I fly a UH1H Huey... Spent three days making the damn thing) look ugly is to actually move the big rotors to overlap each other so you can't see both of them. Then you'll fly with no problems.
