honestly, going by how the last official response on the topic was from nearly 2 years ago and it just being "we can't say anything but it's in the works, i pwomise" you can pretty much rest assured it was a hoax from the beginning.
like seriously, if they didn't want this suspicion they'd have shared something, even if it's just the concept plans or some kind of roadmap or whatever for what's to be expected of the game to come, but they obviously can't since there is no such game in the making.
i might be wrong, but until i'm actually proven wrong those entire PE2 talks are just a sad lie to pacify the masses and boost the sales of their other games.

They lost the part for the multiplayer. They used a paid (I believe that was what it was) code and something happened and they lost access to it.
it won't happen, we'll neither get a sequel nor any form of actual compensation from those incompetent scammers, there seriously is nothing else so say about it at this point.
