They haven't forgotten. At the start of the game inspect his picture a couple of times. Zoe will say that at first she got the impression that "that's not Reza", but she shrugged it off.
Actually its more like a year. And in The Longest Journey, there was indications of people who maybe commited Genetic Forgery (Rail system in Chatper 2) and from that, its not hard to think cloning might be possible in that world.
1) Memory Modification of Reza - Seems fairly likely. So they make a sleeper agent this way.
2) Zoe was paranoid considering how the story unfolded with Reza. It would be reasonable to not trust him. However the exact wording probably negates this one.
3) Something more like Lain. Was Reza really there? Or is he being introduced by altered memory?
4) I am by no way definitive on my analysis so there could be any to explain this that I missed.
I'm trying to break them up too.
Reza is pretty shallow and immature judging from how he gets all mad and leaves the house if Zoe refuses to taste his cooking. And he'll probably choose work over Zoe if he has to choose one.

The way I played it it made Zoë look like the immature one, if anything. I- her- whatever, we chose the cheese soup over the rich people pork sausages because that's what he likes, why throw a fit over it? What's wrong with liking cheese soup? He didn't even have a say in the choice for ♥♥♥♥'s sake.
Actually, the whole relationship segment was awkard as hell. Correct me if I'm wrong but we only see Reza in the beginning and in the end of DF and never get to know him much. Then we jump into the DFC train with their new relationship already going on for IIRC 3 months and we're expected to make decisions about it like we know him as well as Zoë does. It just doesn't work S:
