I don't think you absolutely NEED to have played the first two games; you're given enough context to make decisions and get through the game. But you would be missing out on a lot of the story. Some things won't make sense, or you'll see something mentioned but not know it's important, because it's referring back to the other games. I'd recommend playing the first two games, or at least watching a video Let's Play of them.
If you play the game and like it, you may want to go back and play TLJ just to see the details of what you missed, but no, you don't need it.
Play Dreamfall Chapters. Enjoy. :-)
Dreamfall has better graphics but less puzzles. It's more like modern "adventure" games where its just pushing the character thru dialogue. But still a very good story and fun.
If you don't want to play the prior games, I'd still watch a gameplay. There is a lot of lore and references to the events of the past games that will help you understand and appreciate what is going on.
